ONLINE shoppers could be charged for delivery to help cut congestion and toxic emissions. The Covid-19 lockdown has sparked a boom in e-commerce, with more delivery vans on roads.  The Department for Transport is recommending a “mandatory charge” for online deliveries.  A report said consumers are “over-ordering” and sending back items they no longer need.
